The positioning values shown for Footnotes, Sidenotes and Endnotes are always displayed to one decimal place less than the value set in the Decimal Places for Unit Types User Interface Settings in Publisher. On Mac if I set the decimal places to six, then type a value in the Notes panel to six decimal places and hit Enter to accept the value, as soon as I click the up or down arrow for the respective Notes option it now only ever displays the value to five decimal places and this is repeated as the unit value decimal place number is changed, i.e, set it to five decimal places and click the up and down arrows in the notes panel and it now only displays to four decimal places and so on... Did you try the spinner arrows just out of interest? The other thing I'm seeing is that Footnotes and Endnotes aren't adhering to the document unit, they both appear to be stuck using points, and only sidenotes appear to be utilising the document unit.
