It's best to do it during creation of the document. After, you would have to use Document > Resize Canvas, I think.

If you're using the Device setting when creating the document, the orientation will be set to a default value for that kind of device and you can't change it.

If, instead of leaving the dialog set at Device, you scroll that list, you can choose various other Presets, which have different defaults. Letter or A4 in Print (or Print (Press-ready)) will default to Portrait.
