Is there a way when I Resize the Bounding Box by sliding one corner away, to keep the Opposite Corner in the same position and not move? When resizing an Object to match the size of another Object (below the first one), Adjusting the Bounding Box moves the opposite corner so I constantly have to the keep moving that corner back over the one below.

There isn't that I'm aware of.

You could select the original object and check its width and height on the Transform panel and select your 2nd shape and enter the values needed to make it the same size, all without using the bounding box.

If I resize an object by dragging one corner of the bounding box, the opposite corner remains in place. The only time it moves is if I hold Ctrl to Resize About Center.

In this video, the first time is without Ctrl, the second time (where the opposite corner moves) is with Ctrl.

FWIW, it works for me just like @walt.farrell showed, so I am puzzled that it does not work for the OP or why @stokerg said there is no way to do this.
