Also, what kind of image are you working on (color format, bit-depth) and what kind of layer do you have selected in the Layers panel? If they are just greyed out, what kind of object are you trying to apply them to & what is the color format (like RGB/8 or Grey/8) of the document you are working on? If not a Pixel layer, what happens if you rasterize it? You should be able to access them from any RGB pixel layer, if the document is RGB/8 or RGB16. A screenshot of the Layers panel for the cases that don't work might help.
