Table of Contents including Blank Pages

The empty pages that appear in the TOC are those where the vertical text frame on left is set to "Recipe" text style. As this style is to be included in the TOC, even if the content is empty the page is included.
Solution is to choose another text style for these frames (like "Section in Margin").

Sometimes, it is quite hidden.
For example, on page 12, it is in a frame of the recipes (right) Master page, that lies under the recipes (left) master, so you have to select it from the Layers panel to find it.

Actually, I'm not sure to know why you have all those spread masters applied to both single pages?

If you reapply Master page Recipe on the active spread, replacing and migrating, and then you apply Folios and footer to the same page, but this time without replacing, result would be the same but clearer, and by the side that corrects the TOC problem…

I don't know how you "cleared" it, but apparently you didn't follow the 2d method I suggested: applying facing pages masters on spreads, not on single pages. I don't know your workflow, and perhaps this does not suit you?

In that case, you could use the first method I tried:
Replacing "Recipe" text style in the empty frames by another style with a different name.
To ease it, you could use the Find and replace function (with cog button > Paragraph style option) to retrieve hidden frames…

  1. In Pages panel, select one or many spreads — not single pages! To be safe, click on its name, not the thumbnail
  2. Right-click and choose "Apply master…"
  3. First, apply the recipes master, ticking "replace" [means replace old masters] and "migrate" [the content]

  4. With the same spreads still selected, repeat step 2= Right-click + Apply master…
  5. Apply then the footer & folios master, this time without replacing existing master, just to add it on the pages

  6. (Do that for each spread, or range of spreads, where it is needed)
  7. Refresh TOC
  8. Check it all

— Please note that this method can possibly have consequences I don't encompass on your design, at least for pages where you applied masters only on right page.

For spreads that have same masters applied separately to right and left page (like p.12-13), it should be perfectly harmful.

For the other spreads, you will probably have to create some new facing pages masters, like an empty left page + recipes.
But I think it would be safer not to use spread masters on single pages — at least, it has consequences I cannot control, so for myself I avoid it up to now.
