Frame around texts?

Hi all. This might be a silly question. But is there a way to make a frame around an important parts of a text, similar to the frame tool in Word?

So far I am drawing a rectangle and put a new text frame inside (see picture below). But this method has the drawback that the new frame ("25. TEST TEST") is not part of the text on the page ("ZZZZ"), so it doesn't move once I format the text ("ZZZZ") on the page.  Many thanks in advance!

If you don't mind sharp corners, rather than rounded, you can use the Paragraph Text Style named Box in Publisher (or make your own in Designer or Photo), which uses Paragraph Decorations. Or you can do it via the Paragraph panel.

If you want rounded corners, you'll have to do it with separate frames. Note, though, that in Publisher you can Pin the frame into the existing text, so it will move with that text.

Also, in Publisher, you can turn a Rounded Rectangle into a Text Frame by clicking on it with the Frame Text Tool, or using Layer > Convert to Text Frame, and then you can use the Text Frame panel to adjust the style of the line around the frame.
