Is there a way so that I can create a pdf remark directly from Affinity Publisher? This could help me in the relationships with my editor, without having to add remarks to the pdf every time I issue a new draft.

There is no way to create a comment / remark of the type & properties used within a PDF before export / with Affinity.

Although there may be workarounds, for instance …

• A separate layer of type "(Layer)" with nested elements, exported with the option "include Layers". They can get set to show or hide in a PDF reading app.

• Use bookmarks as comments. They appear in the PDF reader app in a separate interface element.

• Also an increased bleed area can get used to place additional objects that appears outside the layout.

… each of this workarounds lacks features of 'real' PDF comments.

Is it possible to create a "global" layer or do I need to deal with master pages? I started using them, but I modified almost every page, so now I have a lot of master pages (probably automatically generated with edit/detached).

In my understanding PDF comments (as individual notes) aren't useful to get created as "global" nor as Master Page objects.

In case your response is meant to be independent of PDF comments please create a new topic, ideally with a screenshot with relevant Studio panels or even a video, in particular including the workflow and Layers panel for such pages "probably automatically generated with edit/detached". Also, you may want to check out one of the various tutorials available about handling Master Pages and their objects.
