Prerequisite:

OCIO configuration File loaded in Photo.

Steps to reproduce:

  1. Start Photo 2.1.1
  2. Load files noise1.exr and noise1.png (attached)
  3. go to noise1.exr
  4. in "Window" -> "32-bit Preview": choose OCIO Display Transform
  5. switch to noise1.png then to noise1.exr -> the exr file is brighter than before

Attached a screenrecording regarding this issue.
