MacOS behaves completely differently. It's not funny, but wasting time and writing about bugs that have not been addressed for weeks, and answers are written just to get something written, it shows that Serif are not serious. There was a lot going off in the video so that small bit of context did help and I've reproduced what you are showing. Mine, in fact, moves to the right when I close the resized image so I am trying to establish if this is relative to panel positions. Mine are fixed whereas yours on the right are floating.
