I wasn't sure if this was a mistake in the documentation or a bug. I imagine the intention of the 3-page minimum was that 7, 8 was better than 7–8 but that 7–9 was better than 7, 8, 9. Maybe this should be considered for a bug fix instead of a doc fix?
