Then you could try the Depth of Field filter in either Elliptical or Tilt Shift mode (my first screen shot) or also the Field Blur filter where you can use weighted control points (handles). You can use the Gaussian Blur FX as PixelPest pointed out but the Filters are only available in Affinity Photo. I believe A_B_C missed the post's tags. If you have Affinity Photo installed you can switch to it going to menu File ▸ Edit in Photo... and follow A_B_C suggestions.
