Imagine a table with several rows and columns where all bottom borders are 3 pt thick and all other borders 1 pt thick.

Workflow right now:

1) Select the whole table.

2) Pick "Bottom" and change to 3 pt.

+

3) Keep the selection, pick "Inside Horizontal" and change to 3 pt.

This could be shortened with just step 2). I mean, I selected several rows not just one, so why does only the last row get a thicker border?

I don’t understand what your ‘before’ and ‘after’ look like.
Can you give us an image which shows what you start with and what you want to end up with?

As I understand it, there is only one Bottom border - it's the bottom border of the last row you have selected not each individual row

I could argue, that since I selected several rows, I mean the bottom border of all selected rows. Bottom is bottom, not the very bottom. ;)

It's the bottom of the selection according to the Help file

Border—specify which cell border(s) you would like to format within the current selection.

I know this is nitpicking. The German help talks about selected cells (plural), so I would expect, that this is a selection on a per-row-basis.
