Are you asking about the language of text? Language is a character-level attribute - you can change the language for any range of text. To change your default so that the language is the same for every text object on every page, create a new document, draw a text frame, change the language with the Character panel > Language setting, and then choose Edit > Defaults > Save. Every text object you create from this point on will default to that language. You can override this at any time of course. The lack of this feature seems to me like one of the most blatantly obvious major shortcomings of Publisher in particular. Krustysimplex 1
