When I place objects outside my document they are not visible, other than some text boxes, whether or not I toggle Preview on or off.  How can I change this so I can see the objects while they are outside the document?

Try toggling View > View Mode > Clip to Canvas

But I think this will generally work only for items placed to the right or left of the current page.

From your screen shot it appears that these objects are on the document but are below other objects which is why you are only see the bounding box area when the object is selected, please use the layer studio or the arrange option when the object is selected to bring the object to the top of the document.
