But if this isn't a bug, then bug is that the FX button is active on the Artboards layer. This is misleading, because you can use FX on the Artboards layer. And this is not true.

As Return said above, this wasn’t possible in V1 either.

We can add Effects to an Artboard – in V1 and V2 – but they don’t have any effect on the Artboard or its contents, as far as I can tell.
Also, there’s no indication in the Layers Panel that the Effects have been added to the Artboard.

If anything is wrong, as you suggest, it’s probably that we can add effects that have no purpose, so maybe the relevant button and menu item should be disabled when an Artboard is selected.

I think it has to do with the interchangeability between the programs and its formats.
Because there are numerous options available that work in situation A but not in situation B.
To circumvent any issues that could arise, Serif decided to have those options (visibly) available even when not working.
It just needs to be better explained in the documentation.
eg. artboards cannot have fx applied.

If the Layer Effects, purposefully, have no effect on Artboards then the Layer Effects button in the Layers Panel and the Layer Effects menu item in the Layer menu should be disabled when an Artboard is selected.

That would give a good indication that the user cannot apply Layer Effects to Artboards.

Giving that indication would be much better than allowing the user to do something which has no actual purpose.

People might still ask why it can’t be done, but disabling the user’s ability to do something that’s pointless is better than allowing the user to apparently do something and then wonder why it’s not doing anything.

The Paste FX menu item in the Edit menu should also probably be disabled when an Artboard is selected.

Would you want that also for all those other options that doesn't work even though visibly available?
Strokes have no effect on artboards/pixel layers/Layer or text frames(only its text) or groups of adjustments/filters so lose the strokes panel when an artboard/ pixel layer /text frame is selected?
Texture line brushes button has no effect in publisher because there's no brush engine for either vector or raster brushes.

Artboards can store FXs even if they do not display them

So, you can copy the FXs applied to an Artboard then Paste those FXs to any object(s) or copy the FX applied to an object and "Save" it to the artboard if you want to play around with changing the objects original FX

Also, the Fill Opacity setting in FX does affect the Artboard, which may or may not be useful in some workflows
