You can sort of fake this by creating a very large rectangle filled with whatever color you want & moving it below all the artboards (so that it isn't a child of any artboard). However, even though it won't print its color will be visible on the transparent parts of every artboard while you work, so to work around that, you could set each artboard to have a fill of its own, like pure white if that won't interfere visually with your artboard content.

 

Locking the filled rectangle layer will prevent it from being selected with the Move tool, which otherwise could be annoying.
