Powerduplication with rotation inacurate

This shift in the rotation centre is caused by editing the rotation on the transform panel. When using the transform panel you rotate around the selected point on the transform panel and not the rotation centre displayed on the workspace. The rotation centre moves to retain its relative position to the shape. This is why you are getting the moving centre. The rotation centre on the workspace is used for the transform handles on the object rather than the transform panel
