Welcome to the forum.

Try with the HSL adjustment layer.

An alternative to the above, if I have understood the requirements correctly, would be to add a Black & White Adjustment and then add a Recolour Adjustment.

You can then adjust the Black & White Adjustment settings to get the shades you want and change the Recolour Adjustment settings to get the colour you want.

Another option might be; Layer > New Adjustment Layer > Lens Filter. Choose a colour and set the colour’s Opacity Density slider to 100%
