designer layers opacity occassionally changes back to previous value

designer layers opacity occassionally changes back to previous value, it reverts newly set values back.
sometimes I have to try to change the opacity 4-5 times in a row to get the new value.

Hi Keiichi77,

I'm struggling to recreate this here at my end does this happen with all files or just this one? if its just this one please could you provide a copy of it? If this happens with all files please could you provide steps that can be followed to easily reproduce this problem?

I use Wacom intuos pro pen in high precision tablet method.

click on a layer to select it, 
click on the dropdown arrow icon next to the opacity input box, change it to a custom value eg. 50%
click on the canvas, 
click on the layer again, and the opacity is back again on the previous value eg. 100%

it is not related to one file, this is an issue I have on my other pc, and this was the case on all earlier versions too including v1 versions.
