You have to make sure that the 'drop zone' line is visible before you release the mouse or it will move the layer inside of the layer instead of between two layers. Clearly there is a bug in the mouse dragging, but the buttons in the toolbar work perfectly. I didn't notice them or at least I didn't understand that they are related to layer moving. Thanks again. Also, are you sure that your mouse is working properly (if you are using one)? I recently had problems with a Logitech mouse which was effectively left-clicking by itself straight after I released the left button when drag-selecting – very annoying when trying to select text. There is no bug but as mentioned you need to drag the layer to the correct place in the Layers panel (where the full width horizontal 'drop zone' line appears) to move the layer above or below another one. If you move it over thumbnail of another layer, it will become a child of that layer instead, so make sure you drop it in the right place.
