Embedded pdf files imports text as single lines.

I believe this is as designed. If you want the lines of text to be grouped into paragraphs then you'll need to open the PDF instead of placing it on a page.

When you open a PDF an options dialog is shown. I recommend selecting the "Favour Editable Text Over Fidelity" and "Group Lines of Text into Text Frames" options.

Thanks, @MikeTO. I had not used this before, but your comment got me to try it and I have to say this works surprisingly well.

I've found that getting content out of PDFs to be hit or miss, but using these options I was able to import all of the text from a 15 page PDF and it did a great job of retaining the formatting and appearance of the PDF. Paragraphs were retained, including alignment. The fonts substitution was appropriate and matched the feel of the original. Notably, it was a fairly simple text-only PDF; I'm curious how well it will handle more complex documents with sidebars, etc.

One shortcoming wish list feature: The text wasn't linked from page to page. Not too hard to deal with, but would be a joy if all the pages were automatically linked together, especially on longer documents. Still, better than I expected.
