Very Slow Startup Times with Version 2.1.0 Apps

Since upgrading to the Version 2.1.0 apps, the startup times for Designer, Photo, and Publisher have been absurd on my MacBook Pro (Processor: 2.3 GHz 8-Core Intel Core i9, Graphics: Intel UHD Graphics 630 1536 MB, Memory: 16 GB 2667 MHz DDR4, running macOS Ventura 13.4).

I just timed opening Publisher, and it took 3m 28s to open and load the app from the time I clicked on the icon to the time it to the time it was usable. This is a significant change from the 15-20 seconds that the Version 2.0 apps took to load.

How can I fix this nonsense?
