Publisher Data Merge Flow text across multiple Pages

I am trying to make a multi page document (40+). Each "chapter" consists of 4 pages. The first page is different from 2-4.

Text starts halfway page 1 and needs to flow to text fields on pages 2-4. These text fields are full page.

See attached example on how I want it to look like (not made with the Data Merge option).

The issue I am having is that the text will not flow from page 2 to page 3. (see 2nd example)

You most likely need to link the Text Frames from Page 2 to page 3.

Did you build the document using Master Pages? Are there text frames on the Master Pages for the text you want to have flowing?

I have created the link from page 2 to page 3 text fields. It will not work.

😅  I did not and will now make Master Pages.
So that would be for each of the 4 pages a Master Page?

I would make one Master Page. It will be a two page spread like your document. Easier to show than to describe.

The thing is.
The text starts half way on page 1. 

I have made the Master page 1 and 2 (facing pages) and created the text flow between them.

When I SHIFT+ double click the "flow arrow", Publisher creates a new Page 1 and 2. The text then flows to the new page 1 which has a small text field. The new page 1 and 2 need to both be full text fields.

I have found a way to make two Masters. One with the "header" page and first text field. And one with two pages of text fields.
