You can do that sort of thing with the Transform Mode of the Node Tool – it doesn’t use a brush so it’s maybe more flexible.
I think I did a mini tutorial for this a while ago; I’ll try and dig it out if I get the time.
In the meantime I’ve attached a short/crudely-done video showing the basics – you can experiment further to get much better results.

One of the brush experts should be able to help if you really need to do it with a brush.

Designer 2.1 now has Mesh Warp
