Once of the first things I do after setting up Photo on a new computer or user account is to close that panel since I never use it. If you do find it useful for some reason, then I can see how that could save a bit of time on scrolling, but at the expense of time spent either memorizing the icons or waiting for tooltips to pop up telling you what each one is.
