After rebooting my Mac ( 2015 27"  running monterey) I started Publisher 2.
The application appears to be running, but will not show on the desktop.

If I hover over the publisher icon in the application bar, the icon has an arrow icon beneath it. This indicates that the app is running.

If I right-click on the publisher icon in the application bar and select 'Show All Windows' from the context menu, a message appears on the desktop: "No Available Windows".

How do I get the app to be visible?

Check the top menu bar. To the right of the Apple logo you should see Affinity Publisher as the next item & menus like File, Edit, Document, & so on. If so, use File > New or File > Open to get a new workspace window to appear.

You need to do that because most likely you closed the workspace window without quitting the app so there is no window to show until you make a new one appear.

Sorry - I gave the name of the wrong application. It is Designer that I'm having this issue with. Publisher is opening just fine.
Other than that, the description of the issue is accurate.

So - designer is running but not showing.

So I'm following your directions:
If select the Designer icon in the toolbar, the top menu bar of my desktop goes gray.
If I click on it, the gray state goes away and it becomes illuminated again.
But the top-level menu items now available do not give me control access to Designer.
They are controls for Finder instead.

So I tried something else:
Using Finder, I navigated to a folder containing a .afdesign file.
If I double click on the filename for that .afdesign file, the file briefly flashes and  nothing else happens.
If I then right-click on that filename and select "Open with... Affinity Designer" in the context menu, then the context menu closes and nothing happens.

I've also tried opening a png and an svg file in the same way, without success.

Just now I tried another way to access Designer:

'Command + Tab' displays a UI that shows icons for all open applications.
The user can then use left/right arrow keys to navigate the icons and select an application to give focus to.

I brought up the selector UI and could see an icon for Designer.
I selected the Designer icon. Focus was given to no application. 
Designer remains invisible.
