Adding/Removing Pages Ruins Layout

Is there any way to stop content from "slipping" around when you add or remove pages?

I'm laying out a book, very simple master pages - one for a new chapter spread, one for chapter content. However, if I do any edits that change the number of pages (even to fix a typo, etc), anything that comes after is completely messed up - content moves to pages using the wrong Master, etc. 

Is there a way to keep all added/removed pages to within a section, so that following sections aren't impacted? Or any way to lock content to a page with a Master applied?

Otherwise, is there a way to output a Book into an Affinity file so that you can edit the blank pages that Affinity has inserted?

Unfortunately I have no answer or idea to your experience with moved content + modifications of assigned Masters. And I am not sure what you exactly mean with your last question:

So, just in case:  A.) You can export as PDF and open that in Affinity and edit its content again.   B.) Also you can import an Affinity document via in menu Document > Add Pages From File. This will load all or the selected pages from a specific Affinity document into a currently open document and adds pages with their assigned master pages. For instance you can create a new, empty document with same setup (page size, colour space) and add the pages of the confused / confusing .afpub to this new document. Sometimes this workflow can help to fix a corruption in the saved data of a document and make it editable again.
