Hand/move tool is not consistent

When I press the spacebar to move the visible area, sometimes the hand icon appears, sometimes not. Sometimes there's already something selected on-screen, other times not, and it doesn't seem to affect when the hand icon/move function works/doesn't work.

Needs to be consistency.

Is there any pattern to it that you can see? I've seen the wrong mouse pointer sometimes but it's pretty rare. Sometimes it seems to get stuck for a while.

The two cases where Affinity for macOS always shows the wrong mouse pointer is with the rulers and scrollbars. If you're in a text object and mouse over the rulers or scrollbars you'll have the cursor for drawing a new text object, not the arrow mouse pointer that you should see.
