Although the panel options claim that it's sorted alphabetically initially, it's unclear to me what the sort order actually is. But whatever it is, you're right that you can't get back to it without resetting all the application Fills. You can reset the fills to their default sort order via the 'Clear user Data' menu, accessed by holding CTRL and then launching Publisher 2 whilst holding down CTRL, in this 'Clear user data' menu there is the option to 'Reset Fills', tick this and then press 'Clear'. Note: this is a global reset which will apply to all three apps if you have them all installed, and it will also clear off any custom application palettes you might have previously added, so those would also need to be re-imported.
