The video shows the problem the best. There's two effects from the same bug it seems.

(1) Essentially create a document with an Artboard. (2) Draw on the original Artboard with Paintbrush (B) in Pixel Persona. (3) Resize it at some point. Note: The Pixel layer remains the size of the Artboard. This part may not be a bug? I imagine it is not intentional though...

However, Ctrl + A Marquee works according to the initial size, ie locked to the dimensions of the original Artboard/document settings. Even if you (4) create a new Pixel layer and draw on this at the full (new) Artboard size.

Hi,

can you give a step-by-step list of steps? It is hard to reverse engineer your steps from the video. We can’t see keyboard input.

It's in the OP. Only "steps" are doing tests with Ctrl + A at points before/after resize. Most "steps" are done by mouse clicks and using input fields, so a video is sufficient.

Yes. That's the portion I wasn't clear whether it was intentional or not (it may or may not be)

The bug seems to be the fact that Ctrl + A/Select All, even when a new Pixel Layer is made at full dimensions, it only selects the "old" dimensions. Perhaps I did not make that portion clear enough.
