How to create this highlight smudge effect?

Hi!

I was looking at this image in IMDB: https://www.imdb.com/title/tt0107668/mediaviewer/rm3540350976/?ref_=tt_ov_i

I like how they highlight certain parts of the image by making a vertical smudge / "lens flare" based on the color of said part. It seems that there is more saturation and contrast in highlighted areas, to make them stand out more. 

I'm a beginner with Affinity Photo (v 1.10.6). How would one go about making such an effect in an image in a smart way? Would one go the way of making a mask with X opacity, and draw in the highlights, exposing a more saturated / contrasted layer below?

There are probably several ways to get similar results, like dodge/burn specific areas to get sort of the smudge effect, or to apply the Lighting filter (spot, directional ...) to certain image areas. Afterwards applying some vertical gradient overlay flows in order to get the stripes coloring effects.
