I’m very new to the iPad app, and thus am often having to leave it to look at help topics in Safari, or to look at my Photos. Every time I do this, Affinity Photo re-opens from scratch, and my project has disappeared. 

Is this a known bug?

With a project open it should be a case of just swiping up to return to the iPaOS home screen. If you swipe up again it should show the open apps including your project still open in Photo, if you was to then swipe up on the app at this point it will force close it. Any unsaved work would be lost at that point. 

It may be worth you doing a screen recording of your issue, jsy so we can see the process occur.

I have seen this happen before on older iPad's which have limited RAM, it is best to change the Autosave interval from the default setting of about 300 seconds down to  the minimum 30 seconds to avoid any data loss caused by iPadOS task switching.
