after adding an adjustment layer, onto the image followed by a layer mask mask, painting onto the mask in black

removes the background image image rather than the adjustment 

the mask image dos show shows the black paint on the thumbnail image

have also seen that when adding adjustment layers  they sit below the background

I correct this before continuing the edit.

 

have run the same routine in affinity 1 with the same image and adjustment and mask

this works exactly as it should, in that he adjustment is controlled by my painting

 

any advice will be very much appreciated

Have you tried omitting the step of adding a separate layer mask? The adjustment layer comes with its own mask, so you shouldn’t need an additional one.
