A little bit of an ink and wet media look and more opaque strokes. Something akin to a natural media look - combined with the flexibility and re-editability of the vector core of the strokes makes this kind of illustration really enjoyable. Here is an updated version - more texture and refinement to the lines: I am sharing the source file here: http://i-toons.com/archive/smartCD02.afdesign.zip The file gives an idea of how I am using layers and the big hazy edges texture shapes (made with a custom Style) that make most of the fills.
