Snapping Candidates - delay slider

Snapping via 'candidate list' makes it so that hovering the mouse over objects will add them to the list of snappable elements onscreen. After a delay of hovering (what feels like 1 second), a purple flash indicate the object has been registered.

Tooltips work this way, and have a slider in preferences.

I'd love to make candidate snapping faster with a slider, so hovering the mouse for ~0.1s—1s will add the object to the list.
