It happens automatically for me if I use the built-in Bullet functions (Context Toolbar) or Text Styles (may be in Published only). Have you tried that?

I am. I'm selecting the lines I want bulleted, then creating the bullets in the Bullets and Numbering section of the Paragraph Panel. I can't find any options related to this anywhere. Hmm.

You should be able to just select Bullets in the Context Toolbar (at least in Publisher; not sure about the other apps) or use the Bullet 1 text style (in Publisher).

I think what I want might be called a "hanging indent" ?

Regardless of bullets the hanging indents get set in the Spacing section of the Paragraph Panel. With bullets applied take the value from the bullet tab.

This works but it's a hack: I'm now inserting tab characters into the text, so that if I say, extend the top line to be longer, there will be random tabbed otu spaces scattered below.

Not working for me. Tabstop and Left Indent as indicated in your image only increase the space between the bullet and the text that comes after it. No option seems to align a second line (and subsequent lines) of text in a bullet with the first line of text.

What have you tried?
The subsequent lines of text get set by the "indent" option -> see green marker top left in my previous screenshot / pink in the screenshot below.
If it still doesn't work for you, make the setting as shown + post a screenshot.

Since this is a paragraph property (not: character) it makes sense to require a separate setting or correction for the first line. For many layout situations this auto-linked field may appear as a service. (… though I'd appreciate the interface would not be auto-linked).

There's a much easier way to do it. Create your list. Select the list. Choose either the Bullet 1 text style or click the Bulleted List icon in the Context toolbar. You'll instantly have a bulleted list with a hanging indent.

Affinity should make easy option for this! Kind of 'Place text aside of bullet or number'.

Now best way is to copy tab space value, to paste it into left indent field and to set first line indent to 0.

Also keep eye on default spacing.
