Style picker not copying FX effects image frames

Style picker not copying FX effects on image frames or images.

For example making a shadow drop or glow or something like that. Copying this to other images doesn't do anything in Publisher.

Copying styles from a simple shape does work of you paste it on image frame.

With Publisher 2.0.4 on Windows 10, the Style Picker Tool seems to be working okay for me when copying the Layer Effects from a placed Image layer to another placed Image layer.

However, it doesn’t seem to be working when copying the Layer Effects from a Picture Frame layer to another Picture Frame layer.

Also, I don’t seem to be able to copy the Layer Effects from a placed Image layer to a Picture Frame layer, or from a Picture Frame layer to a placed Image layer.

Image Layer to Image Layer = Good
Picture Frame to Picture Frame = Not Working
Image Layer to Picture Frame = Not Working
Picture Frame to Image Layer = Not Working

It seems like there may be some issue with Picture Frame layers as part of this workflow but I don't know if that's by design.
