I've needed this since V1. The colour palettes need to 'stick' with the documents too. In that case you need to create a document palette by clicking on the burger menu in the Swatches Panel and selecting Add Document Palette... option. I've been requesting from clients and distributing to clients logos primarily as PDF since about 20 years now. EPS is a relict from a distant past and should finally retire for good. Apple has removed functionality with every release of macOS. There are literally billions of EPS files out there and as such there will be a need to read them.
