I've tested this here, both with a file saved long ago in Publisher V1 and a file I've just created and saved in V1, then opened in V2. For both files, I am able to edit the guides as expected. As mentioned by loukash, the Lock Guides option is document specific - can you please confirm if disabling this option has resolved the issue for you?
