Hello 

Am i missing something or are the WARP tools found in Designer not in Photo?

This should be available in both programs and used the same way.

The Warp tools in Designer and Photo are slightly different, those now in Designer are vector based and the ones in Photo as before just bitmap/pixel based. So they differer in this regard and each one has it's own.

… and regardless what you're working on, you can freely and seamlessly combine both warping concepts in a single Affinity document via File > Edit in Designer/Photo.
