walt.farrell Posted January 31, 2023 Posted January 31, 2023 I think you're confused about Opening multiple items, and having their tabs show up below the Context Toolbar, and Placing items, which inserts them into the currently open document as new layers (where they show up in the Layers panel). And perhaps you're using drag/drop to try to Open items from File Explorer or Finder? In that case, it's important to drop them on the right part of the application window. If you drop them on an open document, you get something like File > Place, and they become layers.
