I think this is by design. Consider trying to hide the Canvas area in a document that has no Artboard. It cannot be done. Multiple Artboards are like multiple canvas areas. I do think that this is a rather odd interface choice, especially when you think about multiple artboards with different colours. Hiding them hides the colours, so why not the name and area too?

I would almost always want to see only layers (in layer panel) of the artboard I am working on. Otherwise on complex files I probably get lost.
Just like it works in AI...
