Affinity Publisher - How do I arrange all the pages in a custom view? (Like a 5-card spread in your hands instead 5-pages spread for print)

I'm having trouble visualising exactly what you want to do. Do you mean like the red spread below, rather than the green one? In either case, assuming you actually want to print this, how do you intend to bind the pages?

Yes the Red spread.

I'm saying print, but more like it's for a picture to place on Esty for selling.  I want to show a spread of the pages without showing everything.

I'm hoping I don't have to export every page to do this manually.. LOL.

There are probably other ways of doing this, but I would arrange five Picture Frames as the spread and insert the image/PDF page etc I wanted in each one. (A slight drop shadow might help.) Then export the selection as an image.

How do you arrange the five picture frames in Publisher?

I was actually trying to re-arrange the pages themselves.... but I am guessing that isn't possible as there is only 2 settings... either front facing pages or single... nothing else.

Not at all, you can put an Affinity document inside a Picture Frame instead of an image, or you can place an Affinity document in the recipient document, choose the page, then duplicate/move/rotate the placed document, changing the page in the Context Toolbar as needed.

Note: You cannot re-arrange the pages, on-screen, in the Publisher document like you want to, and I don’t know why you would want to.

You could use Designer (persona) and artboards rather than pages. Since artboards are technically objects, you can rotate them via Transform panel as you please. 
Optionally nest them into a "master" artboard (here #6) which you can then export as one spread:
