Export vector images

In the EPS export options you will find a “Rasterise” setting in the “Advanced” section; set that to “Nothing”.

It’s worth noting that anything that uses a Quick Effect (and/or various other Live Filters, etc.) will be rasterised and may not be exported if that setting is used.
In other words, when you say “Rasterise: Nothing” you might not get everything in the export that you have in the document; so use with care.

(Since Designer is rasterising some things in your EPS that gives me a reasonable guess that it needs to rasterise some things for various reasons and you might not get what you want.)
