Change proportional scaling behaviour

This is quite simple but remains jarring when coming to/from other software: scaling from either the corner or edge handles should behave the same way. Proportional or Free scaling according to whether W and H are linked in the transform panel, and shift makes it do the opposite.

Currently, scaling from the corners is proportional while grabbing by the edge distorts the content and requires shift to behave *as expected*

Preferences > Tools > Move Tool Aspect Constrain > Do Not Constrain By Default
This will make it behave consistently.
