It is not clear from what you have mentioned so far, but if you just created a new document preset named "TEST_Template" (or "!TEST_Template" like in your first screenshot) in the New Document window you did not create a *.aftemplate file. The only way to create a *.aftemplate file is to open a document (from a preset or whatever), set it up however you want, & from the File menu choose Export as Template.... When you do that you will be able to choose whatever folder you want to save the template into into. Do that & then like @walt.farrell mentioned, use the Add Folder button to add that folder to the Templates section of the file dialog.
