Showing a panel via its Context Bar button doesn't select the panel's tab

If you click the Context Bar button to show a panel and the panel is collapsed, the panel will be shown but the panel's tab remains deselected. For example, the Character, Paragraph, and Text Frame panels all have this issue. This isn't new in v2 and is cosmetic.

Example - when the tab row containing the Character panel is collapsed as shown here:

clicking the Character panel icon in the Context Bar will result in this

It will occur if you have previously clicked on another panel tab row or if the row is collapsed, so that the tab row you are about to open doesn't have "focus" (if you can even call it so…). It's all a bit erratic. 
And yes, it's been there since v1.

Here's a screen recording. I started Publisher before starting recording but had done nothing else. My steps were:

  1. Create a new document
  2. Switch to the Character panel
  3. Double click the Character tab to collapse the panel
  4. Change to the Text tool
  5. Click the Character button in the Context bar - this expanded the Character panel but didn't select its tab
  6. Click the Paragraph button in the Context bar to switch to that panel
  7. Double click the Paragraph tab to collapse the panel
  8. Click the Paragraph button in the Context bar - this expanded the Paragraph panel but didn't select its tab
