If the latter just grab the letters of the Units of Measurement (usually mm or Pixels or Inches etc.) and click and drag. You can use any tool, except maybe the hand tool for some reason. You can also reset the origin to the top left by double-clicking on UoM in the ruler. @ddavis, for future reference it would help if you could explicitly mention the context of what you are asking about; so for example in this topic if you told us you were asking about the ruler in your first post.
