"Convert to Image Resource" missing on Windows

Note 1: This applies to both Designer and Photo, and both V1 and V2, on Windows.

As mentioned in the thread linked below, on Mac both Designer and Photo have the ability to convert objects to Image Resources in their Mac versions.

On Windows, though, this capability is only part of Publisher. As Designer and Photo can do it on Mac, the missing capability on Windows seems like a bug.

Note 2: Also, I noticed that the right-click context menu in Photo 2 on Windows has Convert to Curves and Convert to Text Frame, but the Layer menu has Convert to Curves and Convert to Text Path. Please check that inconsistency, too.
