When I create a new layer. The shape goes on that layer. When I change to a new tool the new shape goes to top on layers panel instead of going on the layer that I was working on. User error?

An intended and expected result. Affinity programs work non-destructively as far as possible.

If you want multiple shapes to be on one layer, you must select the layers and then use the geometry function "Add".
